Senior Enumerator - Kirehe District

Field Data Collection and Enumerator Supervision: 60%

• Supervise enumerators in the field and provide timely performance feedback to the MEL Manager.
• Train enumerators on data-collection best practices, Android-based data-collection tools, relevant software, and assigned survey activities.
• Prepare enumerator assignments and related expense plans.Monitor data-collection progress at both enumerator and activity levels.
• Collect and share enumerator feedback with the MEL team.
• Conduct data-quality assessments as assigned by the supervisor.
• Collect data directly when required.

Reporting and Communication: 25%

• Submit field-activity schedules to the supervisor for approval.
• Submit weekly enumerator feedback reports summarizing key issues, observations, and recommendations.
• Submit regular field-activity reports, including enumerator supervision findings, inventory needs, and other relevant field updates.
• Submit data-quality review reports when assigned data-quality review responsibilities.
• Host weekly meetings with enumerators as needed.
• Participate in weekly meetings with the direct supervisor.
• Participate in quarterly meetings with Finance and Administration to review and update the travel stipend tracker.
• Participate in MEL team meetings as requested.
•  Participate in field-staff meetings as requested.
• Participate in additional meetings and functions as requested.

MEL Team and Operations Support: 15%

• Support MEL team training for non-enumerator staff.
• Assist with data entry, including core program data, special research and reporting data, and attendance data.
• Support the collection of field-level monitoring data and other data-collection activities as required.
• Support field use of TaroWorks on Android devices, including installation, reinstallation, and troubleshooting.
• Complete other MEL tasks as assigned.
• Provide support to the management team as requested.
• Complete other operations tasks as assigned.

Safeguarding Responsibilities

• Safeguarding is everyone’s responsibility at Village Enterprise.
• Continuously sensitize program participants on safeguarding.
• Ensure compliance with VE’s safeguarding policies.
• Report any safeguarding incident identified during program operations for appropriate action and follow-up.

Core Competencies

Possess the necessary critical thinking, technical knowledge, and skills, including:

• Proficiency in Microsoft Excel and Microsoft Word
• Proficiency with Google Documents, Gmail, and Android applications
• Strong understanding of data-quality principles, including consistency, completeness, accuracy, timeliness, verifiability, and validity.
• Critical thinking skills, with the ability to plan effective enumerator assignments that optimize budget, program-cycle needs, geography, and enumerators’ language skills.

Demonstrate ability to supervise data collection and teams of field workers.

Possess training and communication skills

• Ability to communicate key concepts clearly to people with limited formal education.
• Ability to communicate issues, problems, and key information clearly and respectfully.
• Ability to write clear, concise memos that highlight issues, problems, and key information.
• Experience working as part of a diverse team and communicating effectively by email, phone, and virtual platforms.

Ability to work independently and as part of a team

• Ability to work effectively and independently, manage priorities, take ownership of goals, and develop practical work plans.

Key Performance Indicators

1. Number of refresher trainings organized and conducted;
2. Number of household surveys planned and conducted;
3. Number of business progress surveys planned and conducted;
4. Number of surveys conducted according to the real-time schedule;
5. Number of part-time enumerators visited and supported for each survey;
6. Discrepancy rate in the districts of appointment;

• Bachelor’s degree in a quantitative field, with prior experience or exposure to research methods or data collection.
• Prior experience working with refugees or organizations that support refugees is an added asset.
• Experience supporting entrepreneurship, livelihoods, or economic-inclusion programming in a refugee-camp setting is desirable.
• Strong understanding of data-quality principles, including consistency, completeness, accuracy, timeliness, verifiability, and validity.
• At least one year of experience conducting household-level data collection.
