About Village Enterprise

 

Village Enterprise’s mission is to end extreme poverty in rural Africa through entrepreneurship, innovation, and collective action. By empowering women, refugees, and youth to launch small businesses and savings groups, our cost-effective model provides dignified and sustainable pathways for individuals to lift themselves and their families out of extreme poverty for good.

To date, Village Enterprise has trained 353,980 first-time entrepreneurs, 80% of whom are women and launched 110,975 businesses and 7,906 Business Savings Groups (BSGs). These efforts have positively impacted over 2.2 million lives across Africa.

About the role/purpose of the position

 

The Graduation Technical Assistance Manager will be embedded within the Local Administrative Entities Development Agency (LODA) and will work closely with the Government of Rwanda (GoR) to adopt and scale Village Enterprise’s poverty graduation model and contribute to the effective implementation of the National Strategy for Sustainable Graduation (NSSG). The role holder is expected to collaborate with LODA’s team in planning, capacity building of PSWs, developing tools and training manuals where necessary, as well as in monitoring, evaluation, and reporting. This role is crucial for building capacity, nurturing government relationships, and facilitating the implementation and scaling of the poverty graduation model in Rwanda. This role requires a visionary individual who can drive results, foster collaboration, and navigate the complexities of scaling a poverty graduation model in partnership with the Rwandan Government. 

Responsibilities

Government Relations and Stakeholder Engagement:


  • Build and nurture relationships with key Rwandan Government stakeholders at both the national and district levels.
  • Utilize a deep understanding of the Rwandan political landscape and social protection policies to navigate bureaucratic challenges and facilitate program implementation.
  • Effectively articulate Village Enterprise's poverty graduation model to Rwandan government stakeholders to enhance understanding and buy-in.

Capacity Building and Training:


  • Facilitate knowledge-sharing sessions and workshops to transfer technical expertise and best practices to government officials, ensuring their proficiency in poverty graduation program management.
  • Develop training manuals in collaboration with GoR officials to enable independent operation of poverty graduation programs.
  • Conduct regular assessments to identify gaps in capacity and design targeted training interventions for GoR officials.

Knowledge Sharing and Collaboration:


  • Facilitate and foster a culture of knowledge sharing and mutual learning between Village Enterprise and the GoR.
  • Coordinate regular touchpoints, workshops, and learning sessions to assess progress and make evidence-based recommendations for program enhancements.
  • Act as a liaison between Village Enterprise and the GoR, ensuring effective communication and alignment of program objectives.

Management Information System (MIS) Development:


  • Support the Project Director and VP of MEL in the deployment, and management of a comprehensive Management Information System (MIS) by the GoR.
  • In collaboration with the Project Director, engage with the Rwandan Government to ensure: 1) the MIS meets their monitoring and reporting needs effectively and 2) long-term management and effectiveness of the MIS.

Reporting and Accountability:


  • Contribute to the elaboration of reporting and accountability mechanism at the ministerial and district level for regular progress updates and feedback sharing.
  • Make recommendations to the Government of Rwanda and Village Enterprise on areas for improvement and strategies.

Toolkit and Framework Development:


  • Support in the co-design poverty graduation adaptations and develop a toolkit for other governments.
  • Develop a comprehensive framework outlining technical details of Government-led management of the National Strategy of Sustainable Graduation (NSSG).
  • Engage with external partners such as the World Bank and NGOs to review and validate the toolkit and framework.

Collaboration and Representation:


  • Collaborate with the Project Director and the Country Manager to build relationships with the government, NGOs, bi-multilateral agencies and other stakeholders.
  • Represent Village Enterprise at conferences, events, and government-level meetings when needed.

Safeguarding:

  • Ensure program participants are continuously sensitized about possible risks of child abuse, sexual/financial exploitation, prevention and response mechanisms.
  • Ensure compliance with VE’s safeguarding policies and Code of Conduct in all programs, operations and practices.
  • Report any child or adult safeguarding incidents in program operations for appropriate action and follow up.

Key Performance Indicators (KPIs):


  • Government Relations and Stakeholder Engagement: % of meetings with Rwandan Government officials resulting in agreed actions or commitments towards the adoption of poverty graduation model.
  • Capacity Building and Training: Number of successful training sessions or workshops conducted with Rwandan Government officials, as measured by participant feedback and post-training assessments.
  • Knowledge Sharing and Collaboration: % of knowledge-sharing sessions leading to actionable commitments or enhancements in the poverty graduation program by GoR officials.
  • Management Information System (MIS) Development: % of MIS development and rollout milestones achieved on time, and the rate of utilization by GoR staff post-training.
  • Toolkit and Framework Development: % of toolkit and framework components for NSSG successfully developed and validated by external partners or GoR officials.
  • Collaboration and Representation: Number of collaborations or partnerships initiated as a result of the Graduation Technical Assistance Manager's representation of Village Enterprise at meetings and events.
  • Other KPIs agreed upon with LODA.

 

Requirements

Education and Qualifications:

  • Master’s degree in international development, Development Economics, Social Innovation, or a related field;
  • Minimum of 6 years of experience in program design, development, skills development, and innovation within the development sector;
  • Proven track record of leading government partnerships to scale sustainable poverty graduation solutions;
  • Strong understanding of poverty alleviation, graduation approach, economic development, and micro-entrepreneurship in sub-Saharan Africa;
  • Technical knowledge on livelihoods, financial inclusion including VSLAs and Social Protection in Rwanda
  • Good understanding of gender and disability inclusion
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Ability to work effectively in a fast-paced, dynamic environment and manage multiple priorities.
