Village Enterprise’s mission is to end extreme poverty in rural Africa through entrepreneurship, innovation, and collective action.

Project Overview:
The Delivering Resilient Enterprises and Market Systems (DREAMS) project—implemented by Village Enterprise in partnership with Mercy Corps and IDInsight, with funding from the IKEA Foundation and co financing from the Hilton Foundation, Jongen Charitable Trust, and others—supports refugee and host households in Ethiopia’s Somali Region to transition from aid dependency to sustainable livelihoods. DREAMS combines Village Enterprise’s proven poverty graduation approach with Mercy Corps’ market systems development (MSD) approach to strengthen self-reliance, social cohesion, and climate resilience.
The program supports enterprise creation, access to finance, and integration of private-sector and government systems in one of Ethiopia’s most fragile contexts. Village Enterprise is now implementing DREAMS II building on the strong foundations established in Dollo Ado (Hilaweyn) and Bokolmayo (Melkadida, Kobe, and surrounding kebeles) to consolidate and scale poverty graduation and market systems interventions. The program will complete the journey for remaining and control households through targeted, subsidized market-linked graduation support while simultaneously strengthening private-sector, financial, and policy systems to sustain impact beyond aid. Across three objectives, DREAMS II will launch new businesses, link existing enterprises to deeper market opportunities, and embed the model within government frameworks to ensure long-term resilience and scale.
Position Overview:
The Government Relations Officer will lead government relations and partner engagement to enhance the leadership and visibility of Village Enterprise through the DREAMS programme to influence adoption, replication or integration of the DREAMS model by relevant actors namely; regional government, national government, humanitarian, and development partners. They will serve as the focal person technically leading stakeholder engagement and policy discourse to disseminate learning from the implementation of the DREAMS model and advocate the adoption and replication of the model by partners and within government frameworks.
