Background

Village Enterprise is undertaking a Randomized Control Trial (RCT) to understand the impact of a gender-adapted ultra-poor ‘Graduation’ program, which includes training, mentorship, and community mobilization focused on entrepreneurship, household decision-making, and intra-household power dynamics.

The RCT will strengthen the evidence base on strategies to promote gender equity and enhance economic inclusion at both the household and community levels.


Objective of the Position

To provide technical support on gender to program facilitators, and to ensure that ethical and gender-sensitive practices are upheld.


Key Responsibilities

A. Gender Integration in Research Implementation

  • Support pilot testing of survey tools and ensure tools capture the messages that are included in the gender training and community engagement sessions.

B.Training and Capacity Building

  • Train Business Mentors and Gender Champions on topics including joint household decision making, gender equity, power dynamics, intra-household dynamics, and intimate partner violence.
  • Develop tailored gender-specific training materials in collaboration with the Village Enterprise’s Instructional Design Lead.
  • Support continuous capacity development of project teams on gender integration.

C. Field Monitoring and Support

  • Provide ongoing technical support and guidance to field staff and facilitators delivering gender messaging at the household and community levels.
  • Address challenges that arise in the communities related to gender on an as-needed basis (i.e. disputes, intimate partner violence).

D. Data Quality and Analysis Support

  • Collaborate with data analysts to ensure data collection tools capture gender-disaggregated data.
  • Support interpretation of findings with a gender lens.

E. Reporting and Communication

  • Contribute to technical reports and gender-related sections of stakeholder reports.
  • Document lessons learned and good practices in gender integration within the RCT.
  • Assist in knowledge-sharing activities and presentation of findings.

Qualifications and Experience

  • Degree in Gender Studies, Social Sciences, Development Studies, or related field.
  • Minimum [3–5] years of experience in gender programming, preferably in research or evaluation contexts.
  • Experience with RCTs or impact evaluations is highly desirable.
  • Strong understanding of gender and social inclusion issues in Uganda.
  • Demonstrated ability to work with diverse communities and research teams.
  • Excellent communication, facilitation, and report-writing skills.
  • Ability to fluently speak and understand local languages in Agago, Omoro, Katakwi and Alebtong is A MUST (Ateso, Leb Lango, Leb Acholi).

  • Training materials and completion reports for gender sensitization sessions
  • Field monitoring reports with gender lens observations
  • Final report on gender integration throughout the RCT cycle

Duration and Level of Effort

The Gender Officer is expected to work full-time over the period of 12 months, with potential for extension based on project needs and performance.
